REQUEST FOR PROPOSAL: ELECTRIC VEHICLE SUPPLY EQUIPMENT (EVSE)
The Town of Red Hook is requesting proposals for providing and installing two dual port level II charging stations, each of the (4) ports capable of supplying 7.2kW each, in the parking lot of the Town Hall, 7340 S. Broadway, Red Hook, NY.
Proposed EVSEs should be equipped with standardized SAE J1772-2009 round couplers and a minimum of 18-foot retractable cord extensions. EVSE must be able to connect with the Internet via Wi-Fi or cellular connections to enable users to reserve or check status of the EVSEs remotely through commonly available applications via smart phone or computer.
Additional EVSE required capabilities should include: cell phone or email notification of a completed session, plug-out notification, Internet location of EVSE with rates, in-use status, and reservation capabilities.
A site host capability must be provided to communicate with the smart EVSE to establish rates, determine usage, verify user identity, trouble shoot errors, and gather KWh consumption. Reporting capabilities shall include: date, location, electricity used for each charging session and monthly reports.
Installation of the new charging stations entails adding 8 x 40A breakers to an existing 208V, 3 phase electrical service panel(s) located approximately 200 feet from the proposed location of the EVSE. An existing 1 ½ inch conduit currently feeds the 2 existing charging stations. The conduit has additional capacity to contain 8 x #6 THHN conductors and 2 #10 grounds to supply electricity for the proposed charging stations. The existing conduit will allow pulling the additional wire for the proposed charging stations to a pull box approximately 100 feet from the service panels. A trench 18” below grade will need to be excavated from the pull box around the Southern perimeter of the parking lot between the curb and fencing.1 ½ inch schedule 40 PVC will be required for burial and routed between the existing pull box and the new charging stations. An attached plan view shows the proposed placement of the charging stations and routing of the conduit.
All electrical work must be performed by a licensed electrician and comply with National Electrical Code and New York State Uniform Fire Prevention and Building Codes.
Routing of the electrical wiring will be through the basement and a penetration in the concrete wall. The installation will require trenching and brush removal to install the electrical conduit to the stations. The Contractor will be responsible for procuring charging stations, precast concrete supporting infrastructure, and all site work for electrical conduit installation including trenching, excavation and backfilling and grading.
The contractor will be responsible for all conductors, conduit, and associated accessories as needed.

The proposals should also include; an electrical single line diagram, equipment sheets, a description of any warranties associated with the installation, including a full system coverage and/or warranties associated with individual components, and a proposed schedule for completion.
Proposers must have prior experience successfully installing 5 commercial EVSE charging stations and be able to provide 3 references. Please include a statement of qualifications that demonstrates experience with similar projects.
A Certificate of Insurance (Minimum Liability $1,000,000 per occurrence, $2,000,000 aggregate and Workers Compensation) must be filed with the Town Clerk before commencing work.
A “Non-Collusion Certificate” and a “Prevailing Wage Schedule”, PRC 2019012588 is attached.

Please note your proposal must include a “lump-sum” price for the job.
All proposals become the property of the Town of Red Hook. The Town reserves the right to reject any or all of the proposals.
