RECREATION PARK IMPROVEMENTS PHASE 1 – EAST (RE-BID)

ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the “Recreation Park Improvements Phase 1 – East (Re-Bid)”,

Contract No. 27-5004-005A will be received by the Town Clerk at the Town Hall, Red Hook, NY

12571 until 11:00 a.m. local time on, October 23, 2019 at which time the Bids received will be

publicly opened and read. Sealed Bids must have outer envelope marked as “Town of Red Hook,

Recreation Park Improvements Phase 1 – East (Re-Bid).”

The work consists of demolition of the middle baseball field at Red Hook Recreation Park East.

Construction work includes a new synthetic turf sports field with chain link fencing and subfield

drainage, stone dust walkways, stone dust paths to the field, and two 28’ x 10’ concrete dugout pads.

The sports field will contain both baseball and soccer field striping. The work may also include four

add alternates for prefabricated storage building, a new 106’ x 72’ basketball court, Musco Field

Lighting, and asphalt pavement in lieu of stone dust on proposed walkways, respectively. The work

is described in the Bidding Documents. Bids shall be on a lump sum basis as indicated in the Bid

Form.

Bidding Documents may be obtained electronically from the Tighe & Bond website at:

http://www.tighebond.com/Projects_Out_to_Bid.php.

Prospective bidders must complete a one-time registration process on the web site in order to receive

log-in credentials. Bidders must log in to the web site to download bidding documents for the

project. Bidders will be added to the “planholders” or prospective bidders list upon downloading the

bidding documents for the project. Bidding documents may also be examined at the Town of Red

Hook Clerk’s office between the hours of the hours of 9:00 a.m. and 4:00 p.m., Monday through

Thursday, and Friday 9:00 a.m. to 12:00 noon, legal holidays excluded.

A bid security shall be furnished in accordance with the Instructions to Bidders, and shall include a

5% bid bond. The successful bidder will also be required to provide performance and payment bond

in the amount of 100% of the value of the contract. The time period for holding Bids is 45 days after

opening of Bids.

It is the intent of the awarding authority to engage a specialty sports field & court facilities site

contractor with the required resources and experience to complete the project in a timely fashion. As

a result, the General Contractor shall have completed, within the past eight years at least five (5)

synthetic turf projects. Out of the five (5) projects, at least two (2) must have included athletic

lighting. The General Contractor shall have also completed three (3) sports court full depth

reconstruction projects including acrylic surfacing in the same timeline. The bidder shall have been

the General Contractor for each the projects submitted on the attached bid form. Additional

qualifications for the synthetic turf and acrylic surface subcontractors are detailed in the bid

documents.

This project is subject to New York State and Federal Prevailing Wage rates, and a determination of

the NYS Department of Labor & Davis-Bacon Wages have been attached. It is the responsibility of

the Contractor, before Bid opening, to request if necessary, any additional information on Minimum

Wage Rates for those trades people who may be employed for the proposed Work under this

Contract.

An optional pre-Bid conference will be held at the site on Friday, October 11th at 8:00 A.M. at Red

Hook Recreation Park East on Linden Ave.
