Notice of Public Hearing CDBG Grant Applications funded under the 2020 Cares Act

LEGAL NOTICE 

NOTICE OF PUBLIC HEARING

TOWN OF RED HOOK

 

            PLEASE TAKE NOTICE that a public hearing will be held by the Town Board of the Town of Red Hook on April 25 and April 27, 2022 at 7:35 P.M. local time, at the Town Hall, 7340 South Broadway, Red Hook, New York 12571, to hear all interested persons regarding the Town of Red Hook’s community development needs, and to discuss the possible submission of one or more Community Development Block Grant (CDBG) applications for the NY CDBG-CV Fund  funded under the 2020 Cares Act.  

 

The CDBG-CV Fund is administered by NYS Office of Community Renewal (OCR) and will make available to eligible local governments approximately $60 Million statewide for project costs related to preparing, preventing, and/or responding to the COVID-19 global pandemic for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons.  The Town of Red Hook is applying for $2,000,000 in CDBG-CV Funds to (i) improve farm labor housing conditions; (ii) undertake accessibility, water, utility, and other rehabilitation work at the Town owned St Margaret’s cultural center; and (iii) provide administrative support staff for a local food security network and acquisition of a mobile cooling unit (iv) engage a Project manager to administer the grant program.  The hearing will provide further information about the CDBG-CV Fund program and will allow for citizen participation in the development of any proposed grant applications and/or to provide technical assistance to develop alternate proposals. Comments on the CDBG-CV Fund program or proposed project(s) will be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended

Due to the ongoing COVID pandemic, the Town Hall is closed to the general public except by appointment until further notice.  To the extent authorized pursuant to NY Laws of 2021 Chapter 417 and Executive Order 11, as amended, the public will not be permitted to attend in person.  Board members are expected to participate in the public hearing via teleconference or video conference.  Please refer to the meeting agenda to be posted on the Town website at https://www.redhook.org listing the specific link which will allow the public to view and listen to the proceedings live, which is expected to be available at www.pandatv23.org (click on “WATCH live”).  In the event that the hearing is required by law to be held in person a further notice will be posted on the Town’s website at https:///www.redhook.org..

All interested persons will be given an opportunity to be heard as follows: (1) The public is encouraged to submit written comments by email or telephone in advance of the hearing to townclerk@redhook.org and 845-758-4606 by 4:00 p.m. the day of the hearing. Please note “2022 Community Development Block Grant Application.” (2) Written comments may be dropped in the Town’s drop box in advance of the hearing at the Town Hall, 7340 South Broadway, Red Hook, New York 12571 by 4:00 p.m. the day of the hearing. Please observe the recommendations of the CDC regarding distancing and use of masks. All comments so received in advance of the hearing will be noted in the hearing record. (3) Interested persons may also email a request for a ZOOM invitation to townclerk@redhook.org by 2:00 p.m. on the date of the hearing and indicating in their email a request to comment at the hearing via ZOOM.  Written comments may also be submitted to the Town Clerk at the Town Hall or via email to townclerk@redhook.org until 12:00 noon on Monday, May 2, 2022.
